Techno valley
ITMO Highpark continues to attract future residents and private investors. For instance, on June 19, 2025, during the St. Petersburg International Economic Forum (SPIEF), an agreement was signed on the construction of a number of buildings for the center’s techno valley. For this project, ITMO Highpark will rent out five plots of land, with a total area of 18.4 ha, to the company FAKT.PROM. On this territory, the company will erect a Class-A research and industrial complex in the light industrial style. It is planned that the valley will include buildings for high-tech manufacturing, research laboratories, and office spaces. The project will be implemented in three phases, and the total volume of private investment will amount to about 5 billion rubles.
In the future, the techno valley will receive the federal status of an innovative research and technological center (IRTC). This will provide a legal basis for preferential tax rates for residents engaged in scientific and technological activities. That, in turn, will ensure an influx of innovative companies to ITMO Highpark by creating the most comfortable conditions for their development. All the necessary paperwork for obtaining the IRTC status has been prepared and submitted to the Russian government.
“With the techno valley, we’ll be able to take the crucial step from an idea to a product. It will provide a ‘launchpad’ for innovations, where fundamental studies conducted at the university will be brought to the prototype stage and then into serial production in close collaboration with residents and industrial partners. This way, the innovation chain will be locked right here within a unique ecosystem that produces technologies of the future,” said ITMO Rector Vladimir Vasilyev during the meeting.

Construction progress
Construction of the campus facilities is actively ongoing: while the first stage is being erected, the second is being designed. The following works are currently carried out on the first and second dormitory buildings: monolithic work, waterproofing of technical basements between buildings, installation of metal roof structures, and laying of internal engineering communications connecting to the buildings.
As for the second stage of construction, the relevant design documentation is currently being developed. A state examination has already approved the construction of three research centers and dormitory buildings No. 3 and No. 4. By the end of the year, a sports complex will also be designed for the new campus.
Work has also begun on a heating and cooling supply station, which will provide the campus facilities with heat and air conditioning: the site has been prepared, the foundation of the future building has been poured, and walls of the first floor are currently being erected. A high-quality heating network, made with domestic materials, has already been laid underground; this work is slated to be completed by the end of the year.
The engineering infrastructure of the first construction stage is complete, including stormwater treatment facilities and engineering communications: water supply, sewage, gas supply, electricity, and communications networks. In 2026, the campus will be connected to the main engineering networks for water supply, sewage, gas supply, and electricity.
Road networks and transport infrastructure. The construction of the first stage of the internal street and road network within ITMO Highpark has been completed: this includes nearly 2 km of roadway with sidewalks and bike lanes, as well as two temporary turnaround loops. 2026 will see renovations on Kiyevskoye Shosse that will connect the inner roads with St. Petersburg’s main road network.
It’s also planned to improve the transport accessibility of Yuzhny satellite city. At SPIEF 2025, Alexander Beglov, the Governor of St. Petersburg, German Gref, the president and chairman of the board of Sberbank, and Alexey Krapivin, the director general of Natsproektstroy group, signed an agreement on a new tramway lane that’ll connect St. Petersburg with Yuzhny satellite city and ITMO Highpark.
The route will start from Shushary metro station and along several locations: from Sofiyiskaya Street to Proletarskaya Street in Kolpino, from the South latitudinal highway to the transport interchange hub “19th kilometer” of the Gatchina railroad. A new tramway line will improve transport accessibility for the citizens of the Kolpinskiy and Pushkinskiy Districts, as well as residents and students of ITMO Highpark and its techno valley.

ITMO Highpark
The project is implemented by ITMO University in collaboration with the governments of Russia and St. Petersburg within the state program Scientific and Technological Development of the Russian Federation. ITMO Highpark will also include a techno valley and a business park for high-tech production.
The new campus is located in the city’s Pushkinsky District and will become an important city-forming factor in the south of St. Petersburg.
