Russoft, an association of Russian software developers, has unveiled its tenth annual ranking of Russian universities that train software developers. The ranking is derived from a survey of executives at Russia’s largest software companies and can be used to assess the quality of training in software development and the qualification level of IT graduates.

This year’s ranking observed a notable rise in employer participation, growing from 303 to 377. As part of the survey, executives were asked to evaluate universities by two criteria: quality of education and number of graduates with at least the minimal required level of training. Institutions were evaluated using a 1-5 rating scale for each criterion and then ranked by total score. In total, the ranking included 109 Russian universities.

According to the 2025 ranking, ITMO University ranks first in Russia in training software developers. The university continues its top performance on the list – ITMO has been among the top 3 of the Russoft ranking for six years. For the third consecutive year, the university also holds the leading position as assessed by organizations from other Russian regions. This list includes evaluations by companies located in a different region than the university in question. For ITMO, this list doesn't include evaluations by St. Petersburg-based companies. Thus, the ranking demonstrates the significance of the university on the national scale, not among their region’s employers.
