The ranking was divided into two groups: the first one included Moscow- and St. Petersburg-based universities, while the second featured universities from other Russian regions. ITMO landed in the top five of the first group, along with Bauman Moscow State Technical University, HSE University, MIREA – Russian Technological University, and Moscow Institute of Physics and Technology. In total, the first group counted 14 universities and the second one – 16.
Two main criteria were considered in the ranking: the scope of IT training and the results of an employer survey. In 2025, 255 representatives of tech companies took part in the survey.
Survey participants were asked to name leaders in three categories: universities that their company partners with (e.g., via student internships or involvement in the educational process); universities that supply “strong” IT specialists; and universities that provide the highest quality training in IT. As a result, 205 universities from 67 regions and within 69 IT specializations were evaluated. The final ranking features universities that have trained more than 1,000 IT specialists through Bachelor’s and Specialist’s programs and were mentioned by a significant number of employers.

This ranking has been conducted by ANO Digital Economy with support from the Information & Computer Technologies Industry Association since 2023 with the goal of identifying the top universities that, according to employers, train sought-after professionals in large numbers.
