The document has been developed following a series of presidential orders issued after the conference A Journey Into the World of AI, which took place on November 24, 2023. The declaration stipulates the ethical principles, recommendations, and standards that should be followed by developers and users of generative AI solutions. That includes models for generating speech, text, images, sounds, videos, and other prompt-based digital content. The new document builds on and adds detail to the AI Ethics Code where it concerns generative AI.

Vladimir Vasilyev, the Rector of ITMO University: 

“With the principles stipulated in the declaration, developers and users of generative AI will be able to account for the majority of risks they have to face when starting their work with AI. In order to maintain and increase the pace of AI development in Russia, it is important to preemptively consider all pitfalls through such recommendations, instead of trying to fix mistakes with bans after the fact. Collaborative work is crucial, and it has to involve regulatory bodies, big tech, and universities. This way, we will be able to evaluate the progress and prospects of AI development together.”
