ANO Digital Economy evaluated 304 top Russian universities and examined 63 IT-related specializations and subject areas based on several criteria, including the number of IT students and graduates, as well as the overall number of students in related fields, to evaluate the scope of IT training at universities.
The ranking’s authors relied on the official data on IT training provided by the Ministry of Digital Development, Communications and Mass Media, as well as the findings of a survey conducted among 90 respondents – heads of IT and HR at major accredited IT companies, founders of ANO Digital Economy, members of the Information & Computer Technologies Industry Association, and others.
The respondents were asked to list the universities they collaborate with and whose graduates they would prefer to hire for entry-level IT positions, as well as alma mater's of their most competent young employees. In total, the participants named 157 universities across 56 federal subjects of Russia.
The top universities in St. Petersburg and Moscow are listed separately from universities of other Russian federal subjects in the ranking. ITMO was ranked in the top five of the 24 ranked universities in St. Petersburg and Moscow, with the Bauman Moscow State Technical University, the Higher School of Economics, Moscow Institute of Physics and Technology, and Lomonosov Moscow State University. The ranking of regional universities includes 30 leaders.

Last November, ITMO University was named one of the best IT universities according to the ranking compiled by the AI Alliance using the methodology recognized by the Ministry of Science and Higher Education. At the end of last December, RUSSOFT released a ranking of Russian universities that train software specialists, in which ITMO topped the list together with the Bauman Moscow State Technical University, Moscow Institute of Physics and Technology, Lomonosov Moscow State University, and the Higher School of Economics.
