The dormitories will accommodate Master's and PhD students. Each building will be equipped with 12-person shared kitchens, laundries, and staff premises. The third and fourth dormitories will include a total of 452 single, double, and triple rooms, including some for people with limited mobility.

The first and second buildings are now under construction as part of the project’s first stage; these structures will cover 33,000 square meters and will mostly house one- and two-bedroom apartments for 1,100 students. Overall, the first construction stage of ITMO Highpark will include the main academic building, several dormitories, and a power distribution center – with a total area of 66,500 square meters.

ITMO Highpark is a future world-class research and educational center under the aegis of ITMO University. The complex will be home to the university’s second campus, along with dormitories and research centers. The campus will primarily focus on Master’s and PhD programs, with an emphasis on practice-oriented research and its commercialization. ITMO University will retain its campuses in the downtown, where Bachelor's and Master's students will continue to pursue fundamental research-oriented programs.

The new campus will appear in the Pushkinsky District, alongside the future Yuzhny satellite city, which is a strategic project of the city of St. Petersburg. Approximately 10 million square meters of real estate – residential, commercial, and administrative – will be constructed within the new city. ITMO Highpark will take up an area of 86 ha alongside the southwestern side of Kievskoye Shosse between the interchange to Kondakopshino and the border of the Leningrad Oblast. The complex is expected to create over 12,000 new jobs.
